Job Description
1. Provide advice on all environmental matters to members in the Production Units assigned, including contractors.
Give environmental advice on day to day operations, eg, plant operation, construction, plant modification, maintenance works, transportation and other works conducted in or related to site operations;
Give advice, with regard to environmental aspects on design, selection, purchase and installation of new equipment arising from small to medium sized projects.
Assess and investigate the incident reports with regard to environmental issues and advise on mitigation or preventive measures if appropriate;

2. Ensure that sound environmental control systems and practices are maintained and being well followed by
Reviewing the environmental strategy and control systems with regular confirmation of field practices.
Monitoring environmental performance and provide technical/HSE assistance to the field while advising on ways to improve overall environmental performance.
3. Develop and implement environmental solutions for your designated areas/subject matter, working with cross functional/disciplines and influencing key stakeholders to achieve the Environment tactics/goals.

4. Ensure ENCs and Oil Spills are investigated and reported. Identifying solutions options and to develop projects.
5. Collect the necessary data on environmental performance to produce the environmental reports for the stakeholders and the authorities as applicable.
6. Maintain and continually improve on the Environmental Aspects of the HEMP Implementation Plan.
7. Raise Management of Change (MOC) to solve problems as required.

Job Purpose:
Ensure all legal, regulatory, Shell Group and DS-M Environmental requirements are translated into transparent and pragmatic site work processes and procedures.
Assures site delivery on Environmental programmes are met in accordance with local/country regulations and Group environmental standards.
Become the Environment focal point in the Production Unit (PU) assigned. Become part of the PU day team support member to implement Environmental Improvement Programme such as Zero Oil Business Tactic and ensure all activities are conducted and managed in PU are in accordance with agreed Environmental practices and procedure as outlined in the site management system and the necessary environmental performance reporting requirements.
Conduct Environment field walkabout to raise environment awareness and conduct environment field audit to ensure field environment compliance. Monitor, track, drive action items to closure.
Provides environmental support to Projects & T/A event to achieve Goal Zero aspiration.
Responsible for the Environment portion of the comprehensive HSSE Plan for turnaround events and projects, and to ensure environmental practices and/or procedures are communicated and practiced during execution.

Requirements

Minimum of 5-8 years of relevant experience as
Environmental Engineer; or Chemical Engineer; or Process Engineer or related disciplines.
Working experiences in a Refinery or Chemical Plant or Oil Industry would be advantages.
Familiar with Singapore Environmental Regulations.
Knowledgeable for ISO 14001 management system.
Demonstrated ability to collaborate effectively with cross-functional business teams.

Drive projects in execution to perform to cost targets. Responsible for cost control activities, including site checks & verification of invoices from contractors, processing Variation Orders & claims, change management, recording VOWD and accruals;
Generate and report project EAC during project execution. Advise Project Delivery Leads on forecasts of contingency performance;
Integrate with Planners to provide accurate monthly reports (cost, progress updates, forecast completions, critical path & trend analyses) for projects in execution to Project Engineering & Services Manager, Project Delivery Leads and Project Services Manager;
Support Contracts & Procurement team in developing contract pricing and administration instructions, bid evaluations & company counter-estimates for contract award recommendations;
Provide feedback of Actual costs to populate benchmarking resources for the site & country;
Assess performance of EPCM Partners’ Cost KPIs;
Work with the Cost capex management team to analyse project cost performance and identify areas of focus to manage expenditure of annual budget.

Champions a transparent and high reporting culture within the project of any incidents, near misses, unsafe actions or conditions.
Responsible for the seamless implementation of the Program HSSE plan during the program phase.
Set up HSSE Technical and Construction assurance framework to ensure compliance by Contractors. This should include HSSE Audit, and Peer Review plans.
Develop and co-ordinate program HSSE Audit Plan and Peer Review Plan with Contractor.
Implement the HSSE Audit Plan to ensure compliance and follow up with closure of all audit findings.
Provide Health, safety & environmental coaching and promote improvements in HSE culture of the site Operations and projects teams

Field Assurance Monitoring for the projects:
Perform continual (daily) inspection and review of jobs for safe work practices (all HSSE aspects). Pro-actively ensure that all activities in the day-to-day operations are executed with no harm to personnel, environment and equipment and in accordance with agreed procedure.
Maintains a high visible safety presence on site for the projects and lead and drive high safety standards for the project.
Conduct and/or lead the investigation of incidents & near misses to enable a continuous improvement and learning culture. Implement recommendations with sustainable solution mindset and communicate to PU stakeholders and HSSE community.
Implementation and support of HSSE initiatives such as campaigns, Coaching Based Intervention programme and HSSE alerts and learning’s cascade.
Maintain detailed knowledge of current HSE issues in specific Projects.
Liaise with site Operations and Project personnel on HSSE matters, ensuring the application of best HSSE practices throughout the site.

Advisory and Communications:
Acts as a mentor to supervision / management to encourage and support them applying a goal zero mindset to all tasks. Participate and advise on the development of work method statements and risk assessments.
Provide feedback based on site practices e.g. leading indicators, and for updating HSSE procedures for Bukom.
Communicate required compliance requirements and improvement areas to line management.

Training/Development:
Deliver Site Induction Training for staff and relevant site HSE training.

Others:
To carry out the monthly Duty Safety Officer role.
Assignment or tasks assigned by line manager.
