Quality Safety Security & Environment (QSSE) Manager -APAC

We are looking for a dynamic and talented individual to join our team, as QSSE Manager.

Your roles & responsibilities will include:
Handle company integrated management system: ISO 9000, ISO 14000 & OHSMS and bizSafe
Conduct induction and training in relation of company integrated management system
Implement & monitor management system policies and procedures
Implement, monitor and report on company objectives and target (KPI)
Conduct annual management review meeting
Schedule and conduct and internal audit
Liaison with external auditor / certification bodies
Conduct HSE office inspection
Site record monitoring, auditing and reporting
Interaction with F+G QSSE Business Partner
Implementation of new QSSE requirements
Customer feedback / client engagement process and surveys
Focus on commercial auditing (e.g. contracts in place, Authority Matrix compliance, pro-active maintenance and review of contracts / VO registers)
Any other duties in relation of company integrated management system and bizSafe

What are we looking for in you?

Diploma or Degree, preferably in Business Administration
Minimum 3-5 years of working experience in relevant sectors
Working knowledge of health, safety and environmental regulatory requirements in Singapore
Experience with ISO 9000/ISO 14000/ OHSMS
Sound computer knowledge and good command of written and spoken English
Good communication, presentation and interpersonal skills; and the ability to communicate with all levels of staff, including senior management
Dynamic, self-motivated, proactive individual with strong ability to work as a team player as well as a team leader

Job Description

Job Purpose:
Health & Safety performance is an integral part of projects success, and as such, requires detailed planning well in advance of execution, just like any other aspect of projects readiness.
Demonstrate visible and felt leadership by communicating a clear vision, setting and championing challenging performance goals (such as Goal Zero) and consistently demonstrating the importance of HSSE & SP via personal involvement, visibility, decisions and actions.
Motivate, coach and develop staff towards improving HSSE & SP culture and behaviour. Demonstrate good Safety leadership skill in the role and when engaging key stakeholders.
Ensure all activities are conducted and managed in accordance with agreed HSSE practices and procedures as outlined in the Bukom Manufacturing Site and the specific HSSE Plan for the projects.
Manage HSSE requirements for all projects managed and executed by Bukom manufacturing site team (Executed by the Bukom site Project department).
Develop, review and update the Projects HSSE plan as per the Site HSSE procedure and DSM standards requirement.
To coordinate and closely collaborate with the HSE Coaches of respective unit where the project is executed and the central HSE Team
Provides assurance on the development and implementation of the Project HSE Management requirement as per the site HSSE procedures and DSM standards where applicable.
To provide a review and assurance that the project team is prepared the HSSE requirements for the project.

Ensure an Industrial Hygiene Plan is established for project event during the planning phase.
Ensure a Waste Plan for the project is established during the planning phase an implemented that complies with local regulations, the CF Framework and Bukom procedures.
Champions a transparent and high reporting culture within the project of any incidents, near misses, unsafe actions or conditions.
Responsible for the seamless implementation of the Program HSSE plan during the program phase.
Set up HSSE Technical and Construction assurance framework to ensure compliance by Contractors. This should include HSSE Audit, and Peer Review plans.
Develop and co-ordinate program HSSE Audit Plan and Peer Review Plan with Contractor.
Implement the HSSE Audit Plan to ensure compliance and follow up with closure of all audit findings.
Provide Health, safety & environmental coaching and promote improvements in HSE culture of the site Operations and projects teams

Field Assurance Monitoring for the projects:
Perform continual (daily) inspection and review of jobs for safe work practices (all HSSE aspects). Pro-actively ensure that all activities in the day-to-day operations are executed with no harm to personnel, environment and equipment and in accordance with agreed procedure.
Maintains a high visible safety presence on site for the projects and lead and drive high safety standards for the project.
Conduct and/or lead the investigation of incidents & near misses to enable a continuous improvement and learning culture. Implement recommendations with sustainable solution mindset and communicate to PU stakeholders and HSSE community.
Implementation and support of HSSE initiatives such as campaigns, Coaching Based Intervention programme and HSSE alerts and learning’s cascade.
Maintain detailed knowledge of current HSE issues in specific Projects.
Liaise with site Operations and Project personnel on HSSE matters, ensuring the application of best HSSE practices throughout the site.

Advisory and Communications:
Acts as a mentor to supervision / management to encourage and support them applying a goal zero mindset to all tasks. Participate and advise on the development of work method statements and risk assessments.
Provide feedback based on site practices e.g. leading indicators, and for updating HSSE procedures for Bukom.
Communicate required compliance requirements and improvement areas to line management.

Training/Development:
Deliver Site Induction Training for staff and relevant site HSE training.

Others:
To carry out the monthly Duty Safety Officer role.
Assignment or tasks assigned by line manager.

Job Description
In this role, you will manage the Shell Health unit, together with the Shell Health Manager for Singapore. You are responsible to advise on clinical, occupational, community and environmental health issues associated with business activities and living environment at the Shell Bukom Manufacturing Site.
Line management and budget of Bukom Shell Health unit.
Manage the Bukom Shell Health skill pool in conjunction with the SH Manager Singapore as appropriate.

Advise on clinical, occupational, community and environmental health issues associated with business activities and the living environment, which may have litigation, reputation or other business risk.
Health Focal Point in Bukom for various external stakeholders such as government, NGOs, and local communities.
Assure alignment with Group health standards, procedures, and processes.
Assure compliance with relevant health legislation in Singapore.
Contract holder for all local health service providers, including quality assurance of these services and oversight of operations.

Monitoring internal and contractor health programmes, performance and standards.
Ensure embedding of HSSE & SP control framework requirements, standards and classifications within Bukom Business Units.
Provide support for other Shell Business units operating in Singapore where appropriate.
