Responsibilities
The main tasks in the tank execution team are to work jointly and in close cooperation with Production, Technology, Engineering Assurance and HSSE teams to ensure the safety, integrity, reliability and availability of storage tanks and related facilities in Oil Movements to support the other Production Units in providing feed stock and rundown storages to optimize their GRMs.
Supervises the execution of all tank maintenance work including maintenance capital replacement projects and tanks and related infrastructural activities, in particular, in Oil Movements (PU4), working together with a multi-disciplinary team of maintenance staff and contractors in a safe, cost effective, and efficient manner:
To deliver tank maintenance activities relating to maintenance capital replacement projects
To deliver tanks maintenance program as per the plan, including all the infrastructure and related works

The scope includes more than 200 storage tanks of CRUDE, GASOIL, MOGAS, KERO, PCG, FUELOIL, LUBOIL, BITUMEN, SOLVENTS, BUNKERS etc.
13 LPG storage spheres
Fire-fighting facilities on tanks, spheres etc.
Ensures that the service level of the integrated tank maintenance program is high and shall be cost effective and efficient providing “best in class” performance. Assists the Maintenance Supervisor (ITM) in taking on responsibility for all aspects of maintenance (HSSE, Meeting Plan, KPIs, Budget, etc.) for the team.
Integrated team member in tank maintenance and inspection strategies which are developed jointly with operations, engineering, technology, E&S and other stakeholders, including tank cleaning strategy support that will support minimizing back log, shortening the maintenance duration and improving availability.
Execution work is carried out with compliance to LSR, 9PSF and work processes (e.g. GAME-ME, MOC)

Requirements

Primary Focus is the work execution for today (Shell, Contractors, Support)

Ensures work safety for staff & contractors in compliance with HSSE standards (LSR and 9PSF) and participates in safety audits, safety walkabouts and other safety initiatives.

Prepares/reviews Job Hazard Analysis, Method Statements, Lifting plans and ensure that the work is executed in accordance to these and Permit-to-Work and Clearance requirements.

Drives the productivity of contractors to optimize maintenance resources and costs.

Assures material needed to complete job is on site

Identifies obstacles in the work flow and work to resolution

Ensures that the quality of work by the team and contractors are kept at a high level to prevent repeat failures and achieve plant integrity and reliability

Contributes to scoping of work in tank maintenance planning. Play the lead executing role or Q-captain role for the all works.

Raises, reviews and coordinates execution of CRER, PCR and maintenance capital replacement projects and shutdown for tank related works.

Closely participates in cost control to keep routine maintenance, projects, special maintenance and shutdown spending within budget and phasing.

Closely follow-up the progress and ensure they are meeting the plan and monitor & up-date the progress

Responsibilities
Develop the Scope Development Process and ensure that the different stages are being followed with the key steps and deliverables delivered as below.
Develop a tank general information sheet with critical, key information regarding the tank required to support and validate proper engineering.
 
Obtain 12-month preliminary, anticipated scope list from the team of key members and stakeholders of the tank maintenance shutdown programme.

Challenge any anticipated scope list items that does not have proper justification.
 
Conduct pre-inspection review meeting with Pressure Equipment Integrity (PEI) to validate the scope of the inspection task and obtain written inspection scope of work to identify the areas that require repairs, replacement and/or maintenance.
 
Review API 653 inspection findings from contractor while the contractor is on site. Confirm asset integrity scope of work
 
Initiate scope freezes firstly to start the scheduling and costs estimation and then the final and formal scope freeze in which addendum is needed to modify the scope

Update/develop final scope of work details and submit to Tank Maintenance Program Lead for final distribution.

Provide a confirmed scope list to the Tank Maintenance Program Lead and the contractor executing the mechanical scope.

Approved QA/QC documents

Develop tank maintenance plan and conduct SIMOPS workshop to optimise tank maintenance sequence.

Key Deliverables

Develop a robust scope development process to build detailed, fit for purpose and technically sound scopes of work for executing planned storage tank maintenance.

Lead and drive the scope development process to gather scopes from the various stakeholders to achieve a detailed, fit for purpose and technically sound scopes of work in the timelines needed to meet the shutting down date of the tanks.

Provide the Tank Programme Lead with confirmed material and work scope lists in time to meet materials delivery and to develop plans and schedules to achieve handing back of the tanks as per business requirement.

Lead and drive the review of the plan and schedule developed against the scope of work through the facilitating of Simultaneous Operations workshops (SIMOPS).

Drive Inspection for discovery scopes to avoid late discoveries and revise scope of work accordingly.

Work with Cost Engineer to prepare approval of shutdown budgets.

Act as Change Agent to initiate improved methods / strategies and introduce new equipment in the executing of tank maintenance work activities.

Partake in benchmarking processes in line with Shell Global requirement and support assurance activities by Technical Authorities and Engineering.

Educational Qualification:
Degree in Mechanical Engineering or Material Science.

Professional Experience:
1. ASNT Level III in MT/PT/RT/UT/ET, or equivalent.

2. Skill in evaluation and interpretation of heat exchanger tube inspection techniques.

3. Minimum of 10 years of experience in the NDT activities as ASNT Level III.

4. Minimum of 10 years of experience in carrying out NDT activities in process & chemicals industry.

5. AWS-CWI certified.
