Responsibilities
The main tasks in the tank execution team are to work jointly and in close cooperation with Production, Technology, Engineering Assurance and HSSE teams to ensure the safety, integrity, reliability and availability of storage tanks and related facilities in Oil Movements to support the other Production Units in providing feed stock and rundown storages to optimize their GRMs.
Supervises the execution of all tank maintenance work including maintenance capital replacement projects and tanks and related infrastructural activities, in particular, in Oil Movements (PU4), working together with a multi-disciplinary team of maintenance staff and contractors in a safe, cost effective, and efficient manner:
To deliver tank maintenance activities relating to maintenance capital replacement projects
To deliver tanks maintenance program as per the plan, including all the infrastructure and related works

The scope includes more than 200 storage tanks of CRUDE, GASOIL, MOGAS, KERO, PCG, FUELOIL, LUBOIL, BITUMEN, SOLVENTS, BUNKERS etc.
13 LPG storage spheres
Fire-fighting facilities on tanks, spheres etc.
Ensures that the service level of the integrated tank maintenance program is high and shall be cost effective and efficient providing “best in class” performance. Assists the Maintenance Supervisor (ITM) in taking on responsibility for all aspects of maintenance (HSSE, Meeting Plan, KPIs, Budget, etc.) for the team.
Integrated team member in tank maintenance and inspection strategies which are developed jointly with operations, engineering, technology, E&S and other stakeholders, including tank cleaning strategy support that will support minimizing back log, shortening the maintenance duration and improving availability.
Execution work is carried out with compliance to LSR, 9PSF and work processes (e.g. GAME-ME, MOC)

Requirements

Primary Focus is the work execution for today (Shell, Contractors, Support)

Ensures work safety for staff & contractors in compliance with HSSE standards (LSR and 9PSF) and participates in safety audits, safety walkabouts and other safety initiatives.

Prepares/reviews Job Hazard Analysis, Method Statements, Lifting plans and ensure that the work is executed in accordance to these and Permit-to-Work and Clearance requirements.

Drives the productivity of contractors to optimize maintenance resources and costs.

Assures material needed to complete job is on site

Identifies obstacles in the work flow and work to resolution

Ensures that the quality of work by the team and contractors are kept at a high level to prevent repeat failures and achieve plant integrity and reliability

Contributes to scoping of work in tank maintenance planning. Play the lead executing role or Q-captain role for the all works.

Raises, reviews and coordinates execution of CRER, PCR and maintenance capital replacement projects and shutdown for tank related works.

Closely participates in cost control to keep routine maintenance, projects, special maintenance and shutdown spending within budget and phasing.

Closely follow-up the progress and ensure they are meeting the plan and monitor & up-date the progress

1. Provide advice on all environmental matters to members in the Production Units assigned, including contractors.

Requirements

Minimum of 5-8 years of relevant experience as

Coordinate and disseminate Learning from Incidents (including development of standardised engagement pack) and track follow up actions at site level.
Manage HSSE communications such as drafting of email announcements for various milestones/events milestone, drafting of TBTs, HSSE monthly performance/KPI reports.
Maintain LSC HSSE webpage/SharePoint, and work with Global website management team for updating webpage and troubleshooting.
Manage minutes in meetings and track actions arising from meetings as assigned, e.g. incident review meetings.

Requirements Achieving step change improvement requires significant behavioural and mind-set change to ensure full compliance to standards and requirements of all manual sections in the HSSE Control Framework. Operational HSSE experience (> 5 years) is preferred.
