We are looking for a dynamic and talented individual to join our team, as QSSE Manager.

Your roles & responsibilities will include:
Handle company integrated management system: ISO 9000, ISO 14000 & OHSMS and bizSafe
Conduct induction and training in relation of company integrated management system
Implement & monitor management system policies and procedures
Implement, monitor and report on company objectives and target (KPI)
Conduct annual management review meeting
Schedule and conduct and internal audit
Liaison with external auditor / certification bodies
Conduct HSE office inspection
Site record monitoring, auditing and reporting
Interaction with F+G QSSE Business Partner
Implementation of new QSSE requirements
Customer feedback / client engagement process and surveys
Focus on commercial auditing (e.g. contracts in place, Authority Matrix compliance, pro-active maintenance and review of contracts / VO registers)
Any other duties in relation of company integrated management system and bizSafe

What are we looking for in you?

Diploma or Degree, preferably in Business Administration
Minimum 3-5 years of working experience in relevant sectors
Working knowledge of health, safety and environmental regulatory requirements in Singapore
Experience with ISO 9000/ISO 14000/ OHSMS
Sound computer knowledge and good command of written and spoken English
Good communication, presentation and interpersonal skills; and the ability to communicate with all levels of staff, including senior management

Job Description
1. Provide advice on all environmental matters to members in the Production Units assigned, including contractors.
Give environmental advice on day to day operations, eg, plant operation, construction, plant modification, maintenance works, transportation and other works conducted in or related to site operations;
Give advice, with regard to environmental aspects on design, selection, purchase and installation of new equipment arising from small to medium sized projects.
Assess and investigate the incident reports with regard to environmental issues and advise on mitigation or preventive measures if appropriate;

2. Ensure that sound environmental control systems and practices are maintained and being well followed by
Reviewing the environmental strategy and control systems with regular confirmation of field practices.
Monitoring environmental performance and provide technical/HSE assistance to the field while advising on ways to improve overall environmental performance.
3. Develop and implement environmental solutions for your designated areas/subject matter, working with cross functional/disciplines and influencing key stakeholders to achieve the Environment tactics/goals.

4. Ensure ENCs and Oil Spills are investigated and reported. Identifying solutions options and to develop projects.
5. Collect the necessary data on environmental performance to produce the environmental reports for the stakeholders and the authorities as applicable.
6. Maintain and continually improve on the Environmental Aspects of the HEMP Implementation Plan.
7. Raise Management of Change (MOC) to solve problems as required.

Safeguard and enhance the licence to operate and reputation of Shell Pulau Bukom Manufacturing Site by assuring compliance to applicable HSE legislation, regulations and Group/DS-M standards.
Drive Bukom’s Environmental Zero Oil Tactic by changing the site field practices and impacting the site’s mindset towards “No Harm to the Environment” and Goal Zero.
Create and maintain environmental awareness through day-to-day basis environmental advice, training/education and campaigns to employees and contractors.

Job Purpose:
Ensure all legal, regulatory, Shell Group and DS-M Environmental requirements are translated into transparent and pragmatic site work processes and procedures.

Become the Environment focal point in the Production Unit (PU) assigned. Become part of the PU day team support member to implement Environmental Improvement Programme such as Zero Oil Business Tactic and ensure all activities are conducted and managed in PU are in accordance with agreed Environmental practices and procedure as outlined in the site management system and the necessary environmental performance reporting requirements.
Conduct Environment field walkabout to raise environment awareness and conduct environment field audit to ensure field environment compliance. Monitor, track, drive action items to closure.
Provides environmental support to Projects & T/A event to achieve Goal Zero aspiration.
Responsible for the Environment portion of the comprehensive HSSE Plan for turnaround events and projects, and to ensure environmental practices and/or procedures are communicated and practiced during execution.
Report and investigate ENCs and oil spills with Production Unit (PU) team and lead/assist to develop projects and solutions to problems to prevent recurrence.

Minimum of 5-8 years of relevant experience as
Environmental Engineer; or Chemical Engineer; or Process Engineer or related disciplines.
Working experiences in a Refinery or Chemical Plant or Oil Industry would be advantages.
Familiar with Singapore Environmental Regulations.

As a member of Asia Pacific (AP) Fire Protection & Life Safety (FLS), is responsible for insuring compliance of fire protection standards for all Lodging Brands and products in APEC (Asia Pacific excluding China), including new builds, conversions/acquisitions, re-positioning, and renovations in order to provide a superior level of life safety and protection to our guests, associates, and assets from the perils of fire, natural disasters, and terrorism. Expected Contributions and Responsibilities
Responsible for delivery of high quality engineering support services to business units within Global Design, Lodging, Development, Operations, Brand, Lodging Engineering, Risk Management, Ownership Franchise Services and various other Marriott businesses.

Act as a liaison to insurance companies, code officials, architects, owners, consultants.
Responsible for recruiting, coaching, training and developing staff to perform their defined duties. Provide performance feedback and evaluation, and career development to direct reports.
Make decisions for complex fire protection and life safety issues and when necessary, refer AP FLS Director for support.

Provide construction support services including fire protection system project control functions (change-order analysis and schedule impacts), cost reduction analysis, submittal reviews, mid-construction site review and report, transition planning (construction to operations), and acceptance testing.

Skill Requirements
Basic to working knowledge of construction means and methods, facilities operations, and contracting.

Job Description
Embed Goal Zero and Generative culture as core values through implementation of change programmes which include diagnosis of the current safety culture, facilitate/plan workshops, support leaders in their delivery of change tools, monitor the change process etc.
Roll out of HSSE Culture improvement activities in collaboration with various OU HSSE Specialists.

Support activities in HSSE culture promotion, e.g. prepare award/gift for HSSE Recognition, coordinate Best PINMs exercise with selection panel, support Safety Day organising activities, work on graphic design for HSSE activities/events (e.g. Safety Day).
Support LSC sites and OU HSSE Specialists to implement changes in requirements from the HSSE & SP Control Framework revision; with respect to gap analysis, prepare gap closure implementation plans, ensure successful implementation of the agreed gap closure actions, and program manage this activity throughout the region.
Support and maintain the HSSE Audit and Assurance process and HSSE annual planning in APMESA.
Assist the organisation to maintain an effective LOD1 self-assessments program, and analyze common gaps to improve the effective implementation of the standards and procedures. This helps to provide assurance that an appropriate but effective HSSE Management System is in place meeting all of the Group requirements for all lubricant activities in LSC.
Consolidate LOD2/3 audit reports and track actions.

Act as Gatekeeper of FIM, FSO of LSC SharePoint and Focal of TRIM and manage monthly and quarterly updates in systems such as FIM, GPMR, TRIM (GRM).
Conduct HSSE data analytics by collecting (from various OU), consolidating, analysing and providing insights on trends. Data includes HSSE performance, FIM, PINM, etc.
Coordinate and disseminate Learning from Incidents (including development of standardised engagement pack) and track follow up actions at site level.
Manage HSSE communications such as drafting of email announcements for various milestones/events milestone, drafting of TBTs, HSSE monthly performance/KPI reports.
Maintain LSC HSSE webpage/SharePoint, and work with Global website management team for updating webpage and troubleshooting.
Manage minutes in meetings and track actions arising from meetings as assigned, e.g. incident review meetings.

Requirements Achieving step change improvement requires significant behavioural and mind-set change to ensure full compliance to standards and requirements of all manual sections in the HSSE Control Framework. This is a support role coordinates with 10 LSC sites across 10 countries, and several Clusters for S&M in the APMESA Region. It has special challenge of establishing working relationships across the sites and delivering results through others who are not under direct supervision.

Operational HSSE experience (> 5 years) is preferred.
Hands-on experience and use of the appropriate HSSE tools and techniques in Behavioural Safety, Assurance and Auditing, and Incident classification and reporting.
Experience in implementing the requirements of the HSSE & SP Control Framework with sound understanding of HSSE policies, standards and procedure expertise in the HSSE & SP Control Framework.
